Yeah, the shortages of fuel oil and liquid propane were at the customers homes not the suppliers. They were using the just in time method which backfired on them.
A futures market exists in all commodities traded internationally, not only crude oil. Even if there is no monopoly practice, the price of these commodities will continue to rise due to the natural loss in value of the dollar because of how the economy operates with a currency that accumulates rather than is consumed as it is used. Add to this that the labor cost to produce them also operates in the same fashion and is exacerbated in some places by collective bargaining. The fact the oil is there is exposed by the solution to the individual problem of shortage simply by permitting the deliverers to work extra hours to provide it. This makes it appear there is actually a shortage and gives the suppliers an opportunity to price gauge or gain market share by not raising their prices. A sales contract only insures the suppliers they will get their profits because their cost is fixed by their purchase of futures.

BUT to get back on track with the topic of this post IF you use propane and IF you are a will call customer....You might want to take a look at your tank and think about ordering. Not because of the weather but there are rail problems ......expect prices to move up and possible shortages...
